Are you a Public Policy professional with proven work experience and a genuine interest in the evolving policy and regulatory landscape of the platform economy? Do you want to be a part of building and scaling a truly global tech organization in Southeast Europe? If this sounds like you, then we’d love to chat!
Role Background
Wolt is a Finnish technology company founded in 2014 with a mission to transform on-demand e-commerce. Wolt has since grown rapidly and become a global company, currently operating in 29 countries and 500+ cities across EMEA with 41M+ registered users—and this is only the beginning.
As the platform economy reshapes how consumers connect with merchants, we see a significant opportunity to lead the industry with the outstanding teams we’ve built globally.
To support our next phase of growth, we are looking for a Public Policy Manager, Southeast Europe to join our team and drive Wolt’s public policy efforts in the region. In this role, you will manage our policy and government relations work across Croatia and neighbouring countries, representing Wolt in discussions with policymakers, regulators, industry associations, and other stakeholders. You will work closely with the General Manager and other internal stakeholders to ensure alignment between Wolt’s public policy strategy and our business objectives. This role is based in Zagreb, Croatia and will report to the Head of Public Policy for the CEE region.
Your mission is to position Wolt as a responsible, proactive, and constructive partner to policymakers in the long term and to ensure the voice of our partners is heard in relevant policy debates. You will be at home at the intersection of law, politics, and business. We are looking for someone who is an expert in public policy but also curious and eager to learn and grow with us. You will elevate Wolt’s ability to contribute to relevant societal and regulatory debates, and aim to create a favorable policy environment for our operations.
What You’ll Be Doing

Manage and execute public policy projects and build Wolt’s relationships with policymakers at both national and municipal levels.
Develop and implement engagement strategies to ensure Wolt’s interests are represented in relevant legislative and regulatory processes.
Prepare briefing materials and advise Wolt’s leadership on policy matters in Croatia and neighbouring countries, ensuring the business is well-prepared for discussions with stakeholders.
Monitor and analyze regulatory developments and assess their impact on Wolt’s business in both countries.
Collaborate with internal teams including Operations, Communications, and Legal to ensure a cohesive approach to public policy issues.
Work with external partners, including trade associations, think tanks, and other platform operators, to strengthen Wolt’s influence on public policy issues.
Represent Wolt in industry forums, policy discussions, and stakeholder meetings to ensure our voice is heard.
Support communications and PR efforts related to public policy matters in close collaboration with the Communications team.
